For some reason, the Director was growing weaker and constantly wanted to find a successor to take his place in suppressing "It." Therefore, in the absence of danger, anyone would be regarded by the Director as a candidate capable of becoming his successor, and thus would be subjected to trials.
What the exact trials were, even Stubborn Donkey did not know. But once a person became the successor, they would be trapped on the fifth floor forever just like the Director, unless the danger brought by the existence of "It" was lifted.
