The high-ranking expatriate officials on Hong Kong Island were by no means happy to see Jilin promoted to Chief Superintendent. Yet, faced with immense pressure from all sides, they ultimately had no choice but to agree to his promotion. Naturally, these foreign superiors were no fools and were unwilling to meet Jilin's demands without reservation, so they laid down a series of harsh conditions. First, while Jilin could ascend to the position of Chief Superintendent as he wished, all of his subordinates had to be completely dispersed and reassigned to various other police departments. Not only that, but the number of personnel allowed to stay and continue serving by his side was strictly limited to just two spots! Furthermore, Jilin had to willingly surrender his crucial post as the Chief Instructor of the Special Duties Unit (SDU). Jilin explicitly stated that since a major restructuring of his forces was underway, all of his men deserved the opportunity to be promoted to the rank of inspector, and in addition, he required two Senior Inspector slots for himself.
