When these eight words were spoken, they represented what was effectively the highest rank in the Dachen officialdom, second only to the Prince of the Territory.
The bureaucratic system of Dachen is quite simple. The lowest rank authorized to receive a seal is the official in charge of a city. Above that are the prefectural officials who manage all cities within a province, the Dao Inspectors who oversee all prefectures within a circuit, and the Princes of the Territory who manage all administrative districts within a circuit region, along with their direct subordinates.
