Liu Zhou had already calculated everything. If those eligible to subscribe to the pre-IPO shares bought their full allocations, it would amount to exactly 150 million shares.
In the end, however, the total subscriptions for these pre-IPO shares barely reached 100 million, leaving a surplus of 50 million shares.
Since no one bought them, Liu Zhou did not force the issue and simply returned these 50 million shares to the pool of shares to be issued. This left 650 million shares remaining for the public offering.
