Ordinary soldiers live on their military pay, and all three major divisions suffer from back pay arrears. The Five-Army Division, being outsiders, has it the worst. Not only has their pay shrunk, but even when half-pay is distributed, arrears of half a year are routine.
Up to now, the Five-Army Division's pay has been in arrears for another half-year, and they have to borrow money just to barely survive.
