Back in May of last year, 1989, Jingdu had issued Document No. 33, which approved the import of materials—including steel—from the North and Eastern Europe. The policy had two main stipulations:
First, imports would be accepted at Northern market prices, with some subsidies provided; however, losses beyond that would not be covered, and any surplus would not be confiscated.
Second, the selling price could not exceed the domestic market’s price ceiling.
