Dottore returned to his laboratory and looked at the workbench where the blueprints had been. It was now completely empty, and the necessary materials had all been gathered. He could not help but marvel at how fast Pierro worked.
Next up were the items Capitano needed to enhance the soldiers' combat capabilities.
A Delusion? No, that definitely needed modification. Time for another headache.
Right. If he fused firearms with elemental power, the results should be unexpectedly rewarding.
The system began to simulate: Delusion improvement, fusion of elemental power and firearms.
"Host, you can activate Deep Mode. In Deep Mode, your body will automatically move in accordance with the simulated actions."
"Activate Deep Mode, then."
His consciousness sank into the void, while his physical body began moving on its own. Just like that, five days passed.
"Dottore, open the door," Pierro called from outside, but there was still no movement after several minutes.
Disregarding his status as the Jester, Pierro kicked the door open directly and strode in, only to find Dottore lying motionless on the floor.
"Dottore, wake up." Seeing no response from the other man, Pierro hoisted him onto his shoulder without hesitation and rushed toward the hospital.
Dottore opened his eyes. "Where am I..."
"Lord Dottore, you're awake? This is the hospital in Snezhnaya. Lord Jester brought you here, and he said that if you woke up, you should let me know if you need anything." A Pyro Fatui Agent appeared at the door.
"On my workbench, there are blueprints for elemental firearms and elemental equipment, as well as two blueprints for Delusion manufacturing. Take them to Pierro and let him handle them himself." After pondering for a moment, Dottore added, "I speak, you write."
"Understood, Lord Dottore."
Once he finished dictating, Dottore said, "Deliver these words you've written down to Capitano." Then he closed his eyes. Realizing that the Harbinger had closed his eyes once more, the agent quietly slipped away.
...
The blueprints for the elemental firearms and equipment, along with the two Delusion designs, were quickly put into production and delivered to Capitano together with a letter.
Looking at the various firearms prepared for different types of elite Fatui, Capitano felt that Dottore was actually quite competent. He then examined the Delusions, trying one out, only to discover that using it would cost the user a small portion of their lifespan.
He opened the letter Dottore had sent him: "The two Delusions are different. One directly consumes the user's own lifespan, while the other bears the strain itself. Through my modifications, the lifespan consumed by the Delusion has been drastically reduced. How you distribute them is up to you. Burn this letter after reading." Capitano finished reading, put the letter away, set it ablaze into ashes, and then began considering how to distribute them.
As soon as Dottore was discharged from the hospital, Pierro summoned him to his office. "What is it now? I just got out of the hospital."
"Dottore, do you have any research that can be sold for money?"
???
Three massive question marks appeared on Dottore's forehead as he suppressed his rising anger. "My research is on forbidden knowledge, not something that can be measured by such vulgar things."
Pierro: "Then why did you research plant growth accelerants and elemental firearms?"
Dottore: "Speechless. Weren't you the one who asked me to make these?"
Despite his words, he still pulled out a few items: a formula for cola and a formula for milk tea.
He handed them over while enduring Pierro's bizarre, examining stare.
Finally unable to take it anymore, he snapped, "Take it or leave it. These are the cheapest things I have. If I were to sell my other inventions right now, Snezhnaya couldn't handle the fallout."
"By the way, Dottore, what should be done if a region falls into a food crisis?"
"Then you harvest food from the greenhouses, obviously. The soil in Snezhnaya can still take it for now, it's just that recovery will be a bit troublesome later."
Just like that, Pierro and Dottore engaged in a rapid-fire Q&A.
"In that case, the governance of Snezhnaya will be handed over to you for a few days."
"Fine."
Wait, did I just hear something incredible? And I actually agreed?
"Hold on, what in the world? Snezhnaya's state affairs handed over to me? I'm a scientist, you want me to handle this kind of stuff?"
"I am going to fetch the Fourth and Fifth."
"Then why isn't it me going to fetch them?"
"Do you know where they are?"
Dottore: ......
"Then why couldn't you leave this to Capitano or Columbina?"
"Capitano is holding back the Abyss, and Columbina isn't suited for state affairs either."
Dottore: So I'm the one who's suited for it, is that it?
"Rest assured, once the Fifth arrives, both you and I will be relieved. At most half a month, just half a month."
Dottore: Among the Harbingers, you rank the highest, so whatever you say goes.
Just like that, Pierro swiftly left the office, leaving the piles of administrative documents to Dottore.
Dottore looked at the desk covered in paperwork and fell into deep contemplation. He first returned to his laboratory to brew dozens of bottles of recovery potions, then went back to Pierro's office and began his miserable life as an overworked wage slave.
"System, I remember I can simulate people, right?"
"That is correct, Host. Through simulation, you can fully master the abilities of the person you imagine. However, once the simulation ends, you will lose those abilities. Whether you can retain them without simulation depends entirely on your own talent."
Fine, knowing I can simulate others is enough.
"Understood, Host. So, who is the person you wish to simulate—?"
Dottore tilted his head up slightly and said, "The Son of Heaven of October."
The Cryo Archon was, after all, the God of Mercy, and the Son of Heaven was renowned in historical texts for his benevolence.
Q: As for why he didn't choose anyone else?
A: Trying to imitate the old ancestors is just too difficult; this concubine simply cannot do it!

During this period of simulation, using the events recorded in historical texts of old, Dottore launched a frenzy of reforms, ultimately stabilizing Snezhnaya before Pierro returned with the Fourth and Fifth.

Meanwhile, Kugavina and Pulcinella were returning alongside Pierro.
Pulcinella was currently reviewing the documents Pierro carried with him detailing the current state of Snezhnaya.
Pierro: "Well, Pulcinella, if you had handled it, how long would it have taken you to pacify the situation in Snezhnaya?"
Pulcinella: "Mr. Pierro, if we wanted to achieve stability, it likely would have taken quite a bit longer."
"Is that so? Then the politics of Snezhnaya will be entrusted to you from now on."
"Of course, no problem, Mr. Pierro. Everything is for the Cryo Archon."
Pierro looked toward the pink-haired woman: "Kugavina, providing the personnel will be up to you."
Kugavina: "Everything for the Cryo Archon."
............
Meanwhile, Dottore looked over the national affairs of Snezhnaya, which he had managed to stabilize with difficulty through half a month of his own hard work.
Should he launch a five-year plan next? Never mind, forget it. The Fifth is coming back soon anyway, let's see how he manages things. But I have to admit, the governance methods of the old ancestors are truly overpowered—even under conditions like this, they still managed to barely hold things together.
"Sigh, enough of that. Next, I need to figure out how to restore the soil."
He then looked down at the documents before him. "Forget it, I'll just wait for Pierro and the others to get back."
Dottore: Pierro, Pulcinella, hurry up and get back here.
Pierro and Pulcinella: (Achoo!)
