Look at it this way: Guchen sent the Millelith to garrison Fort Fujitou, which effectively amounts to a military occupation of Yashiori Island.
In the future, Watatsumi Island is destined to fall under the economic control of The Crux Fleet.
With both islands controlled by Liyue, Inazuma is bound to be further weakened behind the scenes.
And that is not all. Remember that over on Narukami Island, there is an even more subtle political control exerted by Liyue.
What kind of political control, you ask?
Political control stemming from Raiden Ei.
As noted before, when Zhongli was teaching Raiden Ei how to govern, he slipped in plenty of his own private agendas.
Once Raiden Ei takes the reins of government herself and grows accustomed to ruling with the knowledge she acquired, Inazuma's politics, economy, culture, and every other sphere will unconsciously gravitate toward Liyue.
That is political control.
When you add it all up...
Military control over Yashiori Island, economic control over Watatsumi Island, plus political control over Narukami Island.
With all three forms of control in hand, given enough time, even if Inazuma is not officially named Liyue, it will essentially belong to Liyue in all but name.
Even if it doesn't bear Liyue's name on the surface, on the inside it will already have transformed completely into Liyue's image!
