Cornelius Fudge was having a complete falling out with Dumbledore over whether Voldemort had truly returned, and he had been devoting himself to making trouble for Dumbledore. Letting the Minister for Magic, Fudge, keep Dumbledore occupied undoubtedly served Voldemort's interests best. Moreover, before figuring out the contents of the Prophecy Orb, Voldemort had no immediate plans to make a move against Harry Potter; he intended to use this period to build up his strength and restore his former power.
