Canglang Fort might pass for an "earthly emperor" in this border region of the Outer Lands, but viewed across the entire Outer Lands, it could only be considered a third-rate force. It was even inferior to quite a few third-rate forces situated in the central region of the Outer Lands.
A Grade-2 Alchemist is someone even a second-rate force in the Outer Lands would fight tooth and nail to recruit. Consequently, very few Grade-2 Alchemists would ever condescend to join a third-rate force like Canglang Fort; after all, no one does not want to climb higher. If a Grade-2 Alchemist were willing to pledge allegiance to Canglang Fort, the fort would have no way of refusing—nor any reason to do so.
