Generally speaking, universities do not temporarily change teachers in the middle of a course, as every teacher has a unique teaching style and focuses on different aspects of the textbook.
However, ideological and political education classes are different. No matter what major students are in, they all have to take these classes, and the material taught is essentially the same. Some teachers might make the lectures vivid and engaging, which students enjoy, while others are more straightforward. Unlike other specialized courses, there is only so much one can do to spice up the delivery.
Therefore, changing an ideological and political teacher midway has little to no impact on the students.
