Inside Chang'an City, a sudden ray of Buddha light descended from the heavens. Bodhisattva Guanyin, dressed in white, sat cross-legged upon a lotus throne, holding a pure-jade vase as she descended.

Around the venue of the Water and Land Assembly, the common people cried out in alarm and dropped to their knees one after another. Hearing the news, the residents of Chang'an swarmed in, gathering toward the site of the assembly.
