Sorcerer grading is a very serious matter. It requires recommendations from two senior sorcerers of the same grade, accompanied by two other senior sorcerers of the same grade besides the recommenders.
However, the grading for special grade sorcerers is somewhat different. It only requires a recommendation from one special grade sorcerer and an accompaniment from one special grade sorcerer.
There are very few special grade sorcerers in Japan. When Mulu underwent his special grade sorcerer evaluation, both the recommendation and accompaniment could only be done by Yuki Tsukumo.
