The Minister of the Grand Court of Revision signaled for the two men to look toward the dungeon ahead. Two rows of cells stretched out before them, filled with female prisoners. Usually, only the children of officials or members of the imperial clan who had committed crimes were held at the Grand Court of Revision; consequently, the cells remained largely empty, unless the Emperor himself had issued a direct order for mass arrests. Under these circumstances, the overcrowding of the women's ward was a rare sight indeed.
