In the 38th year of Konoha, after Hanzō of the Salamander declared war on Konoha, the entire Shinobi World was shocked by his audacity. However, Mitokado Homura and Utatane Koharu, who were in charge of battlefield command, simply ignored the declaration and carried on as usual, clearly not taking the matter seriously at all. The commanders of the other two hidden villages, by contrast, were far more cautious. Being inferior in strength to Konoha, they not only communicated and coordinated with each other, but also intended to rope in Amegakure to serve as cannon fodder. Consequently, they issued orders to exercise caution and avoid harming civilians in the Land of Rain. This discretion meant that when Hanzō unleashed his fury, he singled out Konoha's forces. Under the command of Mitokado Homura and Utatane Koharu, who issued no orders to spare the civilians of the Land of Rain, Konoha's shinobi army inadvertently inflicted severe casualties on the local populace. Compounded by their previous high-handed maneuvers, this thoroughly enraged Hanzō.
