Because the news of the fall of the Land of Whirlpools came so abruptly, the Third Hokage, Sarutobi Hiruzen, dispatched numerous ninjas who were resting within the village in order to gather detailed intelligence and, at the same time, provide an explanation to Mito.
It was against this backdrop that Uchiha Chi's squad was sent out of the village once more. Curiously, however, Sarutobi Hiruzen's orders were strictly limited to reconnaissance with no instructions regarding rescue operations, and the penalty for failing the mission was relatively minor.
Thus, several ninja squads, including Uchiha Chi's, were dispatched by Sarutobi Hiruzen to head to the Land of Whirlpools to find out what had happened.
