The Root was reorganized from its original incarnation as an ANBU training base into a new organization similar to the ANBU, though operating hidden within the ANBU's shadow, initially dedicated specifically to rooting out spies within Konoha. In time, however, as Shimura Danzo amassed sufficient manpower, it gradually evolved into a breeding ground for spies, stirring up trouble throughout the Shinobi World and Konoha alike.
At this sudden acquisition of sweeping authority, Shimura Danzo was beside himself with joy.
