When Minato heard Naruto call him the Fourth Hokage, the look of desolation in his eyes deepened. Although Minato desperately longed for Naruto to call him father, he felt he had not fulfilled his responsibilities as a father and therefore had no right to demand it of Naruto.
Besides, if he were to forcefully demand that Naruto acknowledge him as his father right away, it would likely backfire.
In Minato's view, the only thing he could do now was to fulfill Naruto's requests as much as possible.
