The Encountering the Transcendent stage began with the Empire's first observation of Transcendental Intelligence. The Empire embarked on research into this form of life, through which they learned about the Void and the Void Realm. If the Void is the ultimate "nothingness," then the Void Realm can be called the ultimate "everything." However, the Void Realm has everything, it's too "chaotic," thus appearing similar to "nothingness." But within the Void Realm exists a kingdom where they established "order." They observe and guide other civilizations that enter the Void Realm, instructing them on how to survive.
