The imperial court had yet to appoint a new Director of Education for Jiangsu, so a decree was issued requiring Fusong, the Governor of Jiangsu who was also serving as the acting Viceroy of Liangjiang, to temporarily oversee the duties of the office.
There was, however, very little for Governor Fusong to actually manage, save for the provincial-level qualifying examinations scheduled for the year.
The Governor himself had never participated in the civil service examinations. His path to power had been through the Manchu translation curriculum, a route specifically established by the court to facilitate entry into officialdom. Consequently, at least eight out of every ten bannermen were products of the translation service.
