If they were dispatched to collect fees in this state, chaos would surely ensue. Zhao An could not provide them with official yamen uniforms, nor would he dare to design a set in private, as that was a capital offense. Instead, he made them temporary red armbands—similar to the ones used by "administrators" in his past life—to signify their identity and add a bit of weight to their presence.
