In the university town area of Haiqu City, Binhai Normal University was not the only institution of higher education.
The four dormitory complexes of Dongsheng, Wenze, Yuxiu, and Haixiu sat right in the center of this university town planning zone. To the south lay Binhai Normal University and the Lu Province College of Sports; to the north were the Haiqu Branch of the Jinan Medical College, alongside several specialized colleges such as the Maritime College, the College of Arts and Design, and the Water Conservancy College.
