First of all, the submitter of the *Tian Sheng Min Three Talents Induction Policy* was Ke Anran, a disciple of the Confucianists. Because Dong Xingshu had recalled Ke Anran to Tianjing, in the eyes of most middle- and lower-tier—and even some upper-tier—Confucian scholars, this signified a reconciliation between Dong Xingshu, the leader of the Confucianists, and a brilliant young Confucian talent. At the same time, the Great Xia Emperor’s acceptance of the *Tian Sheng Min Three Talents Induction Policy* signaled that the Confucianists had put forward a new Confucian concept to counter Zhou Tieyi's "Doctrine of Human Desires."
