Negotiations between two major political powers are a matter of deep strategy, and the choice of venue is no small detail. To a certain extent, the location can influence the outcome of the talks, and the two sides often argue for some time over whose territory the meeting will be held on. For this round of negotiations, the Federation and the Empire chose the Federal Hall, a space specifically designated by the Federation for political and diplomatic activities. Although the Empire had nominally requested a friendly visit, their underlying momentum was implicitly a notch lower, fully embodying the anxiety and urgency behind their trip. It seemed the Empire hadn't learned about the Zerg any later than they had, though it remained unclear whether the Empire was genuinely here to resolve the issues between the two sides or if they had some other agenda.
