An entity of the Omniversal Level in the Marvel Universe might seem unimaginably powerful, nearly omniscient and omnipotent, but in truth, it is merely a being whose magnitude far surpasses that of other creatures. To those weak and fragile lives, of course, it is omniscient and omnipotent!
This has nothing to do with so-called rules in essence. Even upon entering other universes, their magnitude remains unchanged; there is no possibility of being suppressed by local rules or reduced to ordinary mortals despite possessing heaven-shaking power within—unless that universe harbors an entity surpassing their magnitude capable of forcibly crushing and sealing them.
If they appear to abide by local cosmic rules, that too is fundamentally just a consequence of sheer magnitude!
