The unexplained deaths of many deputy garrison ministers in various places were mostly their doing, but there was no evidence, no handle to grab hold of, and no way to take action against them.
Lord Lucifer was well aware of this, but in the Lord's eyes, strength was what mattered most; the deaths of a few weaklings were not worth noticing at all. He wouldn't even investigate, and even if there were solid evidence, it wouldn't result in severe punishment. At most, it would mean forfeiting a few years' worth of resources, which was completely negligible compared to one's life and limb.
These bastards put profit above everything else. Furuige's own strength was simply not enough to measure up, and going up against the powerhouses of the Vanguard Camp would truly mean dying without a sound. Without these commanders making a move, it was impossible to catch anyone. Even if they were caught, a penalty involving a few decades' worth of resources was just a minor scratch that couldn't restrict them at all. Dying would simply be dying in vain; it was not worth fighting these people to the death.
