As long as you are a Ultimate being who hasn't offended other major factions, you are already a figure of considerable importance and face. Even Alien Reibrados, a mere minion under Lucifer, could reign as a king in his own territory. As long as he didn't cross any lines and paid the required tribute in resources, Lucifer wouldn't interfere at all.
