Marshal Tianpeng subsequently submitted a memorial stating that the Ruoshui incident had exposed the navy soldiers' sluggishness and lax military equipment, and he earnestly requested permission to merge the navy into the main camp, to be jointly drilled and reorganized by Goddess Jing'an.
